Waterlogged Chest is found at guarded by a Soulless Darktide Oracle on the south side of the Isle of Shadows south of Shaz'gul in southwestern. It contains the Darktide Pincer and roughly.
Don't forget about Darkmaster Go'vid, who also wanders the island. He drops the Darktide Summoner Staff and 10-20x Garrison Resources.
