At the entrance to Instructor Razuvious' arena, turn around to the north and grapple up to then follow the ledge clockwise all the way around to the southeast. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add Plans: Icebane Waistguard and Plans: Icebane Breastplate to his shop.

This is one of the criteria of Putting Wilhelm Out of Business, which requires the Wards of the Dread Citadel achievement and finding and turning in Omarion's Second Handbook.
