Golden Minnows has a chance to be fished up from the waters near Sha'leth in Suramar. They also drop from Magicus, summoned by the Glowing Fish Scale. It can either be turned in to Sha'leth to gain reputation with her, or be used as a currency for the wares she sells (which require reputation with her).
