Qua-Ro Whitebrow

Qua-Ro Whitebrow is commonly considered the best student of the Order of the Cloud Serpent. He seems quite without weakness. He is quick of intellect, strong of arm, hard-working, and talented. He is located by Cinder at the Arboretum in the Jade Forest. The Image of Qua-Ro is a projection of him. He has a mount named Cinder.
