Retired Exchange Guard is a level 100 pandaren located at what was once the Black Market, and who was once employed by Madam Goya to keep the Black Market and the Tavern in the Mists safe. As of patch 6.0.2 the Black Market has been abandoned with only this NPC remaining.
Madam Goya has decided to move her operations to more lucrative markets. It seemed like a prudent time to give up a thankless job.
