"VICTORY" Perfume can be purchased for from a Lovely Merchant during the Love is in the Air World Event.
This does not count as a Battle or Guardian Elixir, and so stacks with elixirs and flasks. It also stacks with scrolls and most other buffs.
Despite the memorable quote, this perfume does not resemble napalm.
