Returns whether the frame has been moved by the user. isUserPlaced = Frame:IsUserPlaced
- isUserPlaced: - True if the frame is flagged as user-positioned (either due to, , or the layout cache), false otherwise.
- The position of named, movable, user-positioned frames is stored in the layout cache and is restored before fires.
