While battling the soldiers beneath a Necropolis from the second Scourge Invasion you might acquire an undelivered letter that begins a quest. The Sealed Research Report arrives in the mail about a day after you turn in the quest regarding the undelivered letter. The effect is that the mentioned NPC turns into a vendor who sells Freshly-Squeezed Lemonade and Friendship Bread.
