Players who completed Northrend and moved on to cataclysm will find it quite affordable to achieve exalted with the 5 Northrend factions once they are powerful enough to conquer heroic dungeons (which award many Justice Points).

6000+12000+21000 = 39000 reputation is required to get from Friendly to Exalted. 39000/520 = 75 commendations. 75*16 = 1200 Justice Points. 1200/70 = a little over 17 heroic bosses.
