Onyx Gem Cluster Map is a quest reward from Rumors of the Jeweled Whelplings, the Renown 21 step of the Dragonscale Expedition.
Using the item puts a treasure chest on the map at in the back of the Cindershard Seam east of Obsidian Citadel. That points to the Onyx Gem Cluster, which contains a Glimmering Neltharite Cluster, and for jewelcrafters with skill above 50, Design: Jeweled Onyx Whelpling.
