"The Emperor's Burden - Part 4" is part of a series of in-game books called The Emperor's Burden. The shrine is located at on the landing where the stairs reach the second floor of the Temple of the Red Crane in Krasarang Wilds.
Interacting with the shrine is an objective of the Pandaria exploration achievement The Seven Burdens of Shaohao.
